ABSTRACT

The delivery of new housing might be termed a ‘wicked’ problem. For those without decent affordable housing, the ramifications impact on every aspect of their life and represent an overriding concern. Conversely, for those able to afford good quality housing (for purchase or rent) the problem of delivering more homes for others who can not, will typically not feature very high in their priorities. According to Stephens (2001), the British housing model is becoming increasingly polarised, most obviously between the owner-occupied sector and the rest.
