ABSTRACT

The implementation process for an urban village begins with the initial identification of a potential project. This requires both a pragmatic and a visionary assessment of the needs, opportunities and physical realities for a specific area. The process may at first appear relatively straightforward: the physical, social and economic needs of a neighbourhood are often clear to see; existing land ownerships may easily define a specific area; and distinct physical and geographical boundaries can often delineate particular sites. However, as this chapter highlights, to maximize the potential benefits from mixed use, neighbourhood-based projects, it is essential to undertake a rigorous and analytical assessment of the nature, scope and context of the project at the outset.
