ABSTRACT
Increased use of oceanic minerals will likely spawn jurisdictional and management problems between national governments and their subordinate political units and between management agencies within governments. It also will require vigorous national assessment and development programmes, guided by clearly defined policy objectives. The US EEZ is an excellent example of these new relationships and demands at work.
