Introduction

Until the 1970s the general thrust in the development of marine resource and environmental management concerned individual uses, where there was already a large national and international management infrastructure in existence with regard to the traditional uses of the sea: fisheries, navigation, strategic use, and marine science. More recently, mineral extraction, waste disposal and pollution control, marine recreation, and conservation management frameworks have also been rapidly developing.
