ABSTRACT

It was stated at the outset that one of the two themes of this book is the analysis of differential rural housing opportunities and the identification of the incidence of housing disadvantage. According to Robson (1979, 71), inequity is inevitable: ‘no level of housing provision is likely to dampen the feelings of deprivation and unfairness so long as housing is produced and distributed within a market economy in which money rather than need determines access to housing.’ But what is meant by need? And how does this relate to differential housing opportunities and to equity?
