Seebohm Rowntree would probably have placed the Mills a little below his rigorous poverty line, but the Durhams a little above it. But there were others whose situation was much worse. The unskilled had still lower incomes. And there were also families in which the father had a better wage, but other difficulties, such as illness, death or family breakdown, brought far worse deprivations: like the Morgans.
