ABSTRACT
Local democracy has had a tough time over the past few decades. Central government has taken away many powers over education, giving some to schools, others to national agencies and keeping many for itself. At the time of writing (January 2004) there are suggestions that Whitehall should take direct responsibility for all state schools.
