ABSTRACT

The aim of this chapter is to look at council housing from the viewpoint of the tenant. We examine what it means to be a council tenant and how tenants perceive their landlord and the service they provide. The emphasis is on the views of ‘ordinary’ individual tenants whether or not they are members of, or active in, a tenants’ association, and in Chapter 6 we consider the collective activities of tenants through tenants’ associations. The empirical material in the chapter largely comes from a questionnaire survey of nearly 1,000 tenants in our six case study areas and from a small group discussion with about a dozen tenants held in each area.
