ABSTRACT
The annual expenditure budget of the HEI is set both globally and in terms of individual departments budgets, the former being set by reference to the total income available to the organisation from various sources. Also, the overall budget for the HEI must be approved by the Governors and this duty cannot be delegated to lower levels.
