ABSTRACT
In HE, prior to 1997 no fees were chargeable to full-time undergraduate students (fees were chargeable to their local authority), although fees were chargeable to post-graduate students. In addition, full-time undergraduate students were eligible for means-tested maintenance grants although the real value of such grants had declined substantially over a period of time. To compensate for the declining value of grants, undergraduate students obtained loans or income from other sources.
