ABSTRACT
This initial attempt to make citizenship education a part of the curriculum failed for clear reasons. Three conditions are necessary in a democracy for a new movement to be successful. First, it must be built around a coherent idea. Second, the idea must have sufficient support. Thirdly, there must be people, resources and systems to make it happen. In the case of the early experiment with citizenship education these conditions were not in place.
