ABSTRACT

The renewed emphasis on production resulted in a record 714,000 new units in 1973 in both ‘social’ and ‘free’ markets. This boom coincided with the oil crisis and a collapse in the housing market. For a time there were 500,000 unsold, low-cost, owner-occupier units in Germany and many empty units on larger estates. The proportion of publicly subsidised units dropped to one-fifth of the total.
