ABSTRACT
In April 1991 the Irish government issued a new ‘Plan for Social Housing’ to tackle housing problems (DOE 1991a). It included several important recommendations: • New council housing should be bought from the private sector in
scattered units throughout city areas with mixed social groups. Estates of local authority housing should no longer be built.
