ABSTRACT
Pre-Second World War, private landlords in the five countries provided the bulk of homes in urban areas. However, rapid urbanisation had created such insanitary and overcrowded conditions for many of the poorest households that government intervention to speed up building programmes and to regulate urban conditions accelerated everywhere.
