ABSTRACT
In Europe, two countervailing trends dominated twentieth-century urban housing patterns-the move into cities and the move outwards. Urbanisation led to dense congestion and slum development. This created the conditions for state intervention to protect the urban workforce and prevent the collapse of social order under the impact of rapid change. State-sponsored social housing was one of the results.
