References to all government papers and reports are contained in the text and are not repeated in the Bibliography. Parliamentary and committee stage debates, statements, Parliamentary Questions and Answers are all referenced in the text, according to a simplified system: HC Deb and HL Deb are references to the relevant Hansard; and the date and column number then follow. WA indicates a reference in the Hansard section for Written Answers. Documents used in compiling the Human Rights Index are contained in the Appendices: the texts of the International Covenant and Optional Protocol, and of the European Convention on Human Rights will be found in Appendices 2 and 3; a list of other instruments and documents drawn upon is contained in Appendix 4. Politicians’ speeches have been obtained from the press office of the relevant political party or government department. Except where explicitly stated, the place of publication of books cited in the bibliography is London.
