ABSTRACT

Planning is at once a necessary and a controversial local government activity, whether it is discussed in the specific context of town and country planning (see Cullingworth, 1967) or in the more general context of the development of corporate planning (Eddison, 1973) and the development of business strategies for local authorities as a whole (Bryson, 1988a and 1988b). In this chapter we therefore discuss planning in terms of town and country planning, other areas of management and the preparation of wider corporate plans by local authorities.
