It is important to make sure that there are times when the child can just relax and listen to someone read to them and, whenever possible, can communicate their own ideas by having a scribe to do their writing. Where there are difficulties with fluency and phonics, the constant repetition and help with word recognition can detract from the enjoyment of content. But to focus solely on the meaning aspects of literacy would deprive children of the means to be self-sufficient in reading and writing.
