ABSTRACT

The residues of injustice are not limited to the underclass or the culture of poverty. At every income level, differences are found between blacks and whites on a wide variety of tests assessing cognitive functioning and “IQ.” 1 These observed differences have been a fertile breeding ground for views that are racist in the most fundamental meaning of the word—the idea that human beings can be divided into distinct races and that certain races are inherently inferior to others. 2
