ABSTRACT
Soviet exports of fuel, raw materials and manufactured goods in the early 1990s has made it more important than ever to increase agricultural production. One effect, hardly a propitious one, has been the reversion of food production to a near-subsistence situation in many areas, with attempts to ensure that basic needs can be met locally.
