Mentoring: A Whole-School Issue

This chapter begins by touching on the first factor but concentrates on exploring the second factor identified by Shaw - that schools involved in initial teacher training have the potential to develop into 'reflective' schools. For many teachers and HE lecturers, the move to school-based training that followed Kenneth Clarke's speech in 1992 (Clarke was Secretary of State for the Conservative Government) was an overtly political one designed to disempower higher education, based on a deficit model: 'Too often in the past schools involved in teacher training have been left unclear about their role.'
