Four areas in which primary schools need to modify their policy and practice have been identified by the Inspectorate since the introduction of the National Curriculum in 1988. These are: • curriculum management; • subject expertise; • curriculum organization, subject work and topic work; • teaching the basics of learning. The introduction of streamlined curriculum and assessment arrangements, and the start of an inspection cycle for primary schools, are seen in the report as providing ‘an appropriate context’ for responding to these four sets of issues.
