The Act of 1962 made all those seeking to enter the United Kingdom for settlement from the Commonwealth and colonies after 1 July 1962 subject to rules which required them to have been issued with a job voucher in one of three categories: (A), (B) or (C). They could

• have a job to come to • possess special skills which were in short supply or • be part of a large undifferentiated group whose numbers would be set

according to the labour needs of the United Kingdom economy.
