ABSTRACT

The NHS and local authorities are making increasing use of the voluntary sector in the provision of community care services (see Mocroft 1995). The regulations covering the implementation of the National Health Service and Community Care Act 1990 made it compulsory for local authorities to spend 85 per cent of the Special Transitional Grant on services other than those provided by themselves. At the same time, the rules on residential care made it financially disadvantageous to refer older people in local authority elderly persons’ homes.
