ABSTRACT

The UK’s quinquennial International Special Education Conference was held in Manchester in the summer of 2000. Three of us from Britain and two from China worked together to plan a symposium under the title of ‘Inclusion in the City’. The year 1999-2000 was the third and final year of the British Council/Overseas Development Agency-funded three-year academic link I partnered with colleagues at East China Normal University in Shanghai and so our presentations would form one version of the final report of this collaboration. My Chinese colleagues were in the UK for the six months preceding the conference and the activities we undertook together during that time were discussed in relation to our evolving ideas about how to develop our conference contributions.
