ABSTRACT

Before one can even speculate about what public policies are likely to emerge at the level of Europe, or how they are likely to be processed and implemented, one must have an inkling about what kind of polity the European Community/Union is going to become. No one doubts that the EC/EU will be the dominant political institution at the supranational level in the future-especially with virtually every European country trying to become a member-but what will ‘it’ be? How closely will it resemble the forms of political combination that we are used to dealing with, i.e. the nation state and the international organization? Or, will it be something significantly different, something that will rely upon an unprecedented format of stable governance and legitimate authority?
