ABSTRACT
Debates about 'sustainable development' during the past decade have highlighted the intimate intetconnection between 'environment' and 'economy'.l It is now widely agreed that concerns about one cannot be divorced from concerns about the other. Environmental policy obviously has profound implications for the economy; just as economic policy has tamifications for the quality of the environment, and efforts ro improve the same.2
