It is disturbing that, in a 2002 publication, Kellina Craig could still claim—quite accurately—that efforts to explain hate crime theoretically are rare. In part, the limitations of definition and measurement highlighted in the previous section help to explain the limited attempts thus far to theorize hate crime. Additionally, the relatively recent recognition of hate crime also contributes to the lack of theoretical accounts.
