ABSTRACT
The problems in justifying democracy and defending the use of violence are not wholly equivalent but they are related questions. As Hannah Arendt pointed out, if power is defined in ideal terms, as dependent on a public consensus, then violence must be its opposite (Arendt 1970:56). States use violence when they lack power.1
