ABSTRACT

Although, as is described below, environmental legislation is not a new branch of law, changes in political and social perceptions of the environment have led to subtle changes in approach. The environment now occupies a central place on the international political agenda, and policies for environmental protection are recognized as being worthy in their own right and not just as adjuncts to other policies. The elevation in importance of the environment has not, however, been matched by an increase in the understanding of the environment by those charged with making policies and laws to protect it. It is, in fact, very difficult for any one individual to gain a full, broad understanding.
