A positive or negative consensus?

The problems described in the previous chapter were well known but little had been done about them. During the inter-war period there ensued a number of moves towards coordination of hospital provision, in the form of recommendations of Government inquiries, ad hoc initiatives within the voluntary sector, and various local developments. The purpose of this chapter is to review the proposals of various reports and some practical steps taken to implement them, the motivations of their proponents, and the criticisms levelled at these proposals. Illustrations from developments in the Newcastle region allow evaluation of their impact.
