ABSTRACT
Some of the Nile water problems arise because human activities rarely coincide with physical regions, and political boundaries can exert stronger control over human activities than environmental boundaries. Put another way, humanuse systems make use of environmental systems, but not always in the original locations. Hence, for example, water that has flowed into Lake Nasser is eventually used for irrigation some distance downstream.
