ABSTRACT
The Evaluation of the Alcohol and Drug Treatment and Rehabilitation
Block Grant was conducted by a consulting firm in 1989. The project ex
plores implementation of a federal grant program on a statewide basis in
California. The case study demonstrates how an open-ended problem
can provide useful information and recommendations to decision mak
ers.* It also exemplifies the research challenges inherent in exploring a
large, complex, and geographically disparate program in an intergovern
mental context.
