Management systems and structures relating to TAs

It is difficult to separate structure from systems, but I do it deliberately here to try to distinguish between them. ‘Structures’ is the term I use to indicate finite frameworks for action rather than more fluid operational ‘systems’, but the two interact. ‘Systems’ are likely to be still evolving and ‘structures’ more set, thus worth considering separately.
