ABSTRACT
Democracy is as much a social and cultural project as a political one: it cannot be built in the air, in the minds of intellectuals and politicians, but needs to be rooted in society itself. As Solzhenitsyn put it: ‘Stolypin believed that it is impossible to create a state governed by laws without first having an independent citizen: social structure precedes any political programme and is a more fundamental entity.’2
