In the case of lay members, recruitment is required by law to be by advertisement (in a local newspaper), as noted above. In our survey of panel members (111 replies), 43 per cent of members replied to an advertisement. However, lay members comprised 53 per cent of the sample who responded, which suggests that some of the lay members were recruited before advertising became mandatory (with effect from 1 September 1994). Note that there is no retirement age or prescribed minimum or maximum period of service for either category of appeal panel member. Authorities are required to advertise for lay members of appeal bodies once every three years,9 and some authorities tie the length of appointment to this period (Rawlings 1998).
