ABSTRACT
The impetus for the development of new security architecture has come from the West, through the initiatives of either NATO or the European Union. Although not couched in such obvious terms, the aim has been to secure the West’s victory in the Cold War by promoting democracy and capitalism to its former enemies. It must be acknowledged that the states of Central and Eastern Europe have, for the most part, been willing recipients, with the exception of Russia.
