ABSTRACT

Those problems which remain are, however, genuine. To repeat, they concern issues such as the future of agriculture, the fate of heavy industry, and environmental regeneration. To a lesser extent they also include issues concerning property ownership rights, the right of foreigners to live and work in Poland, and the ability of Poles to work in other member-states. There is also the possibility that German expellees from post-war Poland may obtain the right to some form of compensation for the material and other losses suffered in the aftermath of World War Two. Nevertheless, there is once again no reason

to assume that any of these issues are of such fundamental importance to either side, and that workable compromises cannot be reached.
