AIDS and the structure of the health care system in Germany In 1987 the German Federal Government adopted an Emergency Programme to Fight AIDS. More than ten years later, the disease continues to be a serious problem; however, the dismal forecasts from the mid-1980s regarding the spread of HIV failed to materialise.
