Modern historians have noted that there was no official persecution of Christiansbefore the mid-third century. That is to say, there was no empire-wide ban on Christianity enforced from the top down. Rather, prior to that time, any actions that were taken against Christians were local and sporadic. As such, they would have been largely due to public opinion.1
