ABSTRACT

Governments exist, ultimately, to improve human well-being. When our descendants write the history of our times, from the perspective of a few hundred years, they may well record an unprecedented change in the human condition. For the first time in human history, more people in the world are literate and can read and write than those who can not (Massé 2000). Thus, ever growing numbers of people have choices to exercise as never before in the history of mankind. Canadian citizens, and the civil servants who serve them, are seeking new ‘return on investment’ opportunities. Governments are learning to be trendsetters, not followers, in order to anticipate and surpass citizen expectations.
