ABSTRACT
From the late eighteenth century onwards popular institutions developed in a wide variety of fields including education, recreation, social reform and self-help. The new institutions were uneven in their geographical distribution, often being concentrated in urban and industrial areas. The newly influential provinces provided the mass support and the initiative of leadership for many popular institutions.
