In addition to this work for the poorer groups, some urban boards were bent on providing for the respectable. London’s presence was felt in most social areas (29.5). Although church schools undoubtedly retained residual status, even the more comfortable parents could not but be impressed by the new board schools, some of the finest elementary buildings ever constructed. The resources of the rates also allowed better equipment, better teachers and, most important, the erection of a scholarship ladder (Marsden, 1982b). Map 29.6 illustrates the variations of achievement in this area at the turn of the century by measuring the proportion of candidates who had reached an elementary standard high enough to enter for scholarships, again showing the northwest, southwest and southeast districts as advantaged.
