ABSTRACT
In mid-May 1990 a high-level American mission (the “Gates mission”) was sent to South Asia for talks with the Indian and Pakistani governments. This chapter examines the process that led to this diplomatic initiative, and discusses its impact on the resolution of the 1990 crisis.1
