ABSTRACT
With the Government announcement of the decision to reopen the Public Inquiry, the debate on how to complete the M3 at Winchester came even more sharply into focus, if that were possible. The announcement brought to an end a lot of the uncertainty and provided the trigger for the various groups and organizations to embark on a detailed reappraisal of their support for the Cutting route.
