ABSTRACT
The Public Inquiry opened on 19 June 1985 in Eastleigh Town Hall, a red-brick Edwardian building set in a small public park in the railway town of Eastleigh. The Inspector, Dudley Leaker, was an architect by profession, with qualifications in landscape architecture. His career had included work in Africa and he was the author of a number of books on the Third World.
