ABSTRACT

Diocletian was a man of action who had grown up in the army. Perhaps that was why it was so clear to him that discipline in the military had broken down and a restoration of that discipline was a prerequisite for restoring order to the Empire. In addition to that, almost immediately after his accession he saw to it that the armies were made more mobile. In the interior, within the borders, he stationed the so-called comitatenses, soldiers on horseback who could reach threatened areas quickly.
