ABSTRACT
My concern is with effectiveness rather than efficiency alone. Effectiveness is concerned with meeting the goals of an organization and the needs of people. An effective service for the greater good of the greater number of people needs to be based on four foundations: leisure opportunity; meeting needs of different people; sound planning and provision; and management excellence, including organizational policies, aims and objectives and outstanding service delivery.
