ABSTRACT

Introduction Newby (1994:208) describes the relationship between culture, community and the visitor as three stages of a continuum; first coexistence then exploitation and finally the staging of culture as imaginative reconstruction. Where tourism and culture coexist, tourism does not dominate the economy and an ongoing pattern continues within the urban environment; in the case of exploitation, culture is used to generate cash flow and commerce and consequently presentation is predominantly for the external market; eventually culture is re-created, shaped and packaged to a recognised formula, for the benefit of the market and immediate financial gain.
