A review of Nicky Hager, Secret Power: New Zealand's Role in the International Spy Network, an attack on New Zealand's participation in the UK— US— Commonwealth Sigint project nicknamed ‘Echelon’. The criticism of Echelon has subsequently been taken up elsewhere, most recently by the European and French Parliaments in 2000.
